DOWNSTATE SMALL BUSINESS STABILIZATION GRANT ZOOM CALL

Dear Small Business Owner,

We are in unprecedented times due to COVID-19 and you have been inundated with different programs, both federal and state, designed to support different aspects of the small business community. The City of Macomb and MAEDCO will host two Zoom calls to go over the programs supporting small businesses in general, and in particular discuss the Downstate Small Business Stabilization Grant Program as it must go through a Unit of Local Government per the Department of Commerce and Economic Opportunity (DCEO). Both meetings will cover similar material and provide time for Q & A, as we know many of our business owners have questions.
Please feel free to send to any small business owner in Macomb. Business owners outside of Macomb are welcome to join as other programs will be discussed, but are ineligible to apply for the Downstate Small Business Stabilization Program through the City of Macomb.

Timeline
The timeline that the Downstate Small Business Stabilization Grant Program will follow is as follows:
1. Informational sessions:
a. 8:30AM 4/17/220
b. 1:00PM 4/20/2020
2. Deadline for round 1 applications (Business Sections): 5:00PM May 4, 2020
a. Please deliver paper copy to MAEDCO offices or email electronic copy to both jbannon@cityofmacomb.com and director@maedco.org
3. Compile notice of public hearing (with all businesses included): 5/5/2020
4. Send to newspaper of record to publish (Voice): end of business 5/6/2020
5. Publish in newspaper of record (Voice) on 5/9/2020
6. Public Hearing: 4:45PM 5/18/2020
7. Pass Resolutions (1 per application / business) at City Council: 5:15PM 5/20/2020
8. Submit electronically to DCEO: ASAP (rolling deadline, limited funds).
Note: The May 4th deadline for businesses is for a first draft. If there are small errors, or applicants are in the process of obtaining documentation, we will work with applicants, but applicants must turn in an application on May 4th to be eligible for this round.

If there is demand, another round may be discussed, but there are limited funds available and it is important to submit in as timely a manner as possible to ensure funds are available.

Downstate Small Business Stabilization Grant Program Eligibility: Please take a moment to verify eligibility

1. Located within the City limits of Macomb
2. Open in current location for 3 years
3. Between 1 FTE (full-time equivalent) and 50 employee(s)
4. Non-essential business (bars and restaurants are eligible per DCEO)
5. Able to provide all documentation and fulfill criteria required by DCEO
6. Not on the following list of ineligible businesses or any other ineligible category per DCEO:

The Illinois Department of Commerce and Economic Opportunity says the following businesses are ineligible for the program (as of April 2, 2020)

• Businesses that have both Essential and Non-Essential activities
• Not-for-profit Businesses
• Independent Contractors
• Franchises or Chain Businesses
• Businesses that involve the use of cannabis for medical and/or recreational purposes are not eligible to apply as this grant is federally funded
• Private Club or Business that limits membership for reasons other than capacity
• A business that derives at least 33% of its gross annual revenue from legal gambling activities, unless, subject to the DCEO’s approval, the business is a restaurant with gaming terminals
• Businesses engaged in manufacturing or selling at wholesale: tobacco products, vaping, liquor or sexually-explicit materials or in the business of manufacturing or selling firearms at wholesale or retail
• Liquor Store
• Adult Bookstore
• Non-Therapeutic Massage Parlor
• Strip Club
• Night Club
• Pawn Shop
• Storage Facility
• Trailer-Storage Yard
• Junk Yard
• A business in which a majority owner or member of the immediate family is an elected official of the unit of local government making the application and receiving the grant
• An establishment similar to any enumerated above
• Or any other business subsequently deemed ineligible by the U.S. Department of Housing and Urban Development.
