Tree Board

The Tree Board shall consist of a minimum of five members who shall all be residents and citizens of the city. All members shall be appointed by the mayor with the consent of the city council. The members of the commission shall serve a three year term.

Historic Preservation Commission

The Historic Preservation Commission shall consist of seven members, residents of the City of Macomb, appointed by the Mayor with the consent of the city council.

 

The members shall be appointed on the basis of expertise, experience or interest in the area of local heritage and history, building construction, finance, rehabilitation and reuse of historical and architectural structures, small business or real estate.

 

Members of the commission shall be appointed for terms of three years. Of those members first taking office, two shall be appointed for one year, three for two years and two for three years. Alternate members shall be appointed to serve in the absence of or disqualification of the regular members. Vacancies shall be filled for the unexpired term only.

 

Officers shall consist of a chairman, vice-chairman and a secretary elected by the preservation commission who shall serve a term of one year and shall be eligible for re-election.

Zoning Board of Appeals

The Board of Zoning Appeals shall consist of seven members appointed by the mayor with the consent of the city council. Each commission member shall serve a five year term.

 

The board of Zoning Appeals is hereby established and given its authority within the laws of the State of Illinois and by ordinance of the city council. The Board of Zoning Appeals shall have the following powers and duties:

 

To hear and decide appeals from, and to review orders, decisions, or determinations made by,

the community development coordination.

 

To hear and decide upon applications for variances from the requirements of the chapter.

 

To hear and decide all matters referred to it by the city council.

 

All hearings conducted by the Board of Zoning Appeals shall be open to the public. The Board of Zoning Appeals shall keep minutes of its proceedings showing the vote of each member upon each question, or if absent or failing to vote, indicating such fact, and shall also keep records of its hearings and other official actions. Findings of fact shall be included in the minutes of each case of a requested variation, and the reasons for granting or denying such application shall be specified. Every rule or regulation, and every order, requirement, decision or determination of the board shall be filed immediately in the office of the board and shall be a public record.

Planning Commission

The commission shall consist of 13 members appointed by the mayor with the consent of the city council. Each commission member shall serve a three year term. Three members of the planning commission shall reside outside the city and within the extra territorial one and one-half mile zoning jurisdiction.

 

All hearings conducted by the commission shall be open to the public. The commission shall keep minutes of its proceedings showing the vote of each member upon each question, or if absent or failing to vote, indicating such fact, and shall also keep records of its hearings and other official actions. Every rule or regulation, every amendment or repeal thereof, and every order, requirement, decision or determination of the commission shall be filed immediately in the office of the commission and shall be public record.

Equal Opportunity and Fair Housing Commission

All nine members of the commission shall be inhabitants of the city. Membership of the commission shall be composed of one member who has housing-related expertise, one member of a minority group, one member from the local branch of the NAACP, one member from the ministerial alliance, and five at-large members appointed by the mayor with the consent of the city council.

Liquor Advisory Commission

The Liquor Advisory Commission shall consist of three members appointed by the mayor, with consent of a majority of the city council. Each commission member shall serve a three year term. The three year terms shall be staggered. A member whose term has expired may be reappointed for another three year term. The initial terms shall be as follows: one member shall serve a one year term, on shall serve a two year term and on shall serve a three year term.

Fire and Police Commission

The Board of Fire and Police Commissioners consisting of three members, as provided by statute, who shall serve without compensation. The Commissioners are appointed by the mayor with the consent of the city council. The terms of office shall be three years and until their respective successors shall be appointed and have qualified.
