The City of Macomb is pleased to announce that Julie Leonard is serving as the City’s new Community Development Director. Ms. Leonard officially joined the Office of Community Development on Monday, September 21, 2026. Ms. Leonard brings experience in government, economic development, grant management, education, and community-focused programs. Most recently, she served as Economic Development & Community Development Coordinator/Analyst for the Town of Payson, Arizona, where she supported economic development efforts, housing initiatives, public transportation, business retention and recruitment, and community partnerships.
In her role as Community Development Director, Ms. Leonard oversees the administration and enforcement of the City’s development, zoning, housing, and property maintenance regulations. The position is responsible for managing key programs, including Tax Increment Financing (TIF) districts, the revolving loan fund, the Enterprise Zone, and floodplain management. Additionally, the Director provides staff support to various city boards and commissions and leads community and economic development initiatives aimed at enhancing the City of Macomb’s long-term vitality and overall quality of life.

Inman. “She comes to Macomb with not only years of experience, but having grown up in Midwestern Illinois, understands the challenges and hardships we face, and has the knowledge to help move us forward” he added.
