MASTER DEVELOPER FOR SPORTS-ANCHORED MIXED-USE DEVELOPMENT - REQUEST FOR QUALIFICATIONS 

SFC (Sports Facilities Company) on behalf of Macomb, Illinois to invite statements of qualifications from experienced master developers, brokerage and/or development teams, or public-private partnership teams interested in serving as the potential master developer for a sports-anchored mixed-use district to be developed in partnership with the City. This RFQ is intended to qualify firms, not solicit final pricing, full business terms, or a complete development proposal.

This Request for Qualifications is intended to support Macomb, Illinois in identifying and pre-qualifying experienced development firms for a sports-anchored mixed-use development initiative. The goal is to qualify development teams for the City with the experience, financial capacity, and implementation discipline to deliver a sports led district. This development has the draw of an indoor multi-court facility delivered in tandem with a balance of land developed consistent with the City’s vision.

CITY OF MACOMB, ILLINOIS NOTICE OF REQUEST FOR QUALIFICATIONS (RFQ)

The City of Macomb, Illinois is soliciting Request for Qualifications (RFQs) from qualified consulting firms to provide professional services related to the review, update, and adoption of the 2024 International Codes and related municipal code amendments.

The selected consultant will assist the City with evaluating the currently adopted codes, preparing recommended amendments, supporting the public review and adoption process, and providing implementation assistance. The RFQ also includes an optional Phase II, at the City's discretion, for comprehensive recodification of the Macomb Municipal Code.

Request for Qualifications must be received no later than September 18, 2026 at 10:00 a.m. (Central Time). Late submissions will not be considered.

The City reserves the right to reject any or all submissions, waive informalities or irregularities, request additional information from submitters, and accept the submission determined to be in the best interests of the City.
